Are you ready for Martyn’s Law?


Since March 2017, there have been 15 domestic terror attacks in the UK (excluding Northern Ireland-related terrorism), while 43-late-stage plots have been disrupted by security services. Sadly, threats are becoming increasingly complex and unpredictable, with the impact being felt in communities and the day-to-day lives of the public.


In response to this ongoing threat, Martyn’s Law, The Terrorism (Protection of Premises) Act 2025, received Royal Assent on Thursday 3rd April 2025. Named after Martyn Hett, who was killed in the Manchester Arena attack, it is believed that the law will improve security and preparedness in qualifying venues in the event of a terrorist attack.


Public venues and events where people congregate, including Schools and Colleges, Museums and Galleries, Theatres, places of worship, Shopping Centres, Hospitals, festivals and outdoor events, will need to comply with the law when it comes into effect. There will be two levels of compliance, tailored to meet the needs of different venues: Standard Duty, where between 200 and 799 individuals (including staff) may be present at the same time, and Enhanced Duty, where 800 or more individuals (including staff) may be present on the premises or event at one time.


While it is not expected that Standard Duty venues will need to make any physical alterations with the premises, both compliance levels will require public protection procedures to be put in place and followed should an act of terrorism occur at the premises, or in the immediate vicinity.  These procedures may include actions such as evacuation, invacuation (moving people to a safe place), locking down the premises, and communicating with individuals on the premises.
